    You don't need to pay to create an account. You only pay for the apps you choose to buy. Open the App Store and tap the profile icon. Select Create New Apple Account. Follow the prompts to enter your email and password.

    When asked for a payment method, select "None" (this option appears if you are not currently trying to buy a paid app). Verify your email to finish.
