This is the most common cause on 1.5 dCi and 1.9 dCi engines. There is a small electrical valve (solenoid) usually mounted near the air filter box or on the engine cover. It controls the vacuum that moves the turbo vanes. Fix: Remove and clean the EGR valve with carb cleaner

After repairs, use a diagnostic tool to reset the “intake pressure adaptation values.” Without this, the ECU may still hold old compensation values, keeping the fault latent. A battery disconnect overnight sometimes does this, but a scanner is reliable.
