On the same download page, there is usually a link titled “SHA256 hashes for SQL Server 2019” or similar. Compare your downloaded file's hash.
The full ISO is ~1.5–2.0 GB. If you got a small file, you likely downloaded the bootstrapper or a readme. Double-check the filename – it must end in .iso and be over 1 GB.
For a modern, cross-platform, lightweight editor:

A: The Windows ISO is for Windows only. For Linux/Docker, you need the Linux containers (mssql-server-linux) which are downloaded via docker pull mcr.microsoft.com/mssql/server:2019-latest.
Once the download is complete, you do not need to burn a physical disc to install it.
