The year. Why 2009? This was the tail end of the Windows XP era, the rise of Windows 7 (released July 2009), and a peak year for service packs, patch Tuesday rollups, and firmware updates. Many IT departments kept local mirrors of updates to avoid bandwidth caps.

Government and educational institutions in the late 2000s often set up FTP or HTTP servers to share recruitment results, answer keys, and cut-off lists. Without proper DirectoryIndex directives, these servers automatically generated index pages. Many were never secured.
