You need a license file or a license manager. For a standalone install:

Cause: Corrupt Normal.mxt template. Fix: Navigate to %appdata%\ESRI\Desktop10.8\ArcMap\Templates and delete Normal.mxt. ArcMap will recreate it on next launch.
