The cost per mille (CPM) might be lower, but the engagement—measured in comments and WhatsApp forwards—is exponentially higher.

For the Pakistani millennial and Gen Z, .flv represents rebellion. It was how they watched banned Indian content, controversial stand-up comedy, or late-night political satire that TV channels wouldn't air. This culture of "downloaded rebellion" transitioned into a culture of "streaming mainstream."

Many Pakistani creators still optimize for 360p or 480p to ensure buffer-free streaming on slower networks. This is the modern .flv. Viewers prioritize emotional connection or information density over pixel-perfect visuals.
