Toby Fox proved that you do not need 3D models or voice acting to break hearts. Undertale looks like a Super Nintendo game from 1994, but it plays like nothing else. Do you want to kill everyone? The file size is microscopic because the art is retro and the music is sequenced (MIDI-style), but the emotional weight of Undertale is heavier than The Witcher 3. It is a masterpiece of compression.
