Step 3: Replace the Model Files Inside the downloaded pack, you will typically see two folders:

To ensure every enemy looks red/blue, rename or delete the other model folders. Alternatively, use a model.mdl replacement script via AMX Mod X.
Step 5: Test In-Game
Launch CS 1.6, start a server with bots, and set mp_teamlist to standard teams. Check that the heads are clearly green from all distances.
