Animal welfare is the position that animals should be treated humanely and that their suffering should be minimized, but that their use by humans is ethically acceptable as long as certain standards are met. It is a regulationist approach, concerned with the quality of life animals experience while under human control.
The most widely accepted framework is the Five Freedoms, originally developed by the UK Farm Animal Welfare Council in 1965:

The rights movement seeks to change the legal status of animals from property to persons (or at least non-human persons).
