When you spot the giant wooden bay doors and the watchtowers built into the cliffs, prepare for a fight:

Seed tip: Look for a seed where an outpost spawns on a peninsula. (Example seed for 1.21: -834567821 – outpost at x: 200, z: -450 on a coral bay).

Step 2: Dig the Bay Dig a 3-block deep, 5-block wide trench from the outpost walls to the ocean. Fill it with water and soul sand at the bottom. This creates a bubble elevator that pushes pillagers into the sea.
Step 3: The Killing Dock Build a wooden dock 25 blocks from shore. Place a Grindstone (to disenchant crossbows) and a Blast Furnace. When pillagers float out, they cluster under the dock.
Step 4: The New 1.21 Kill Chamber Instead of manual killing, use a Mace with Density V. One leap from the dock’s mast kills 20+ pillagers instantly. Or, use a Wind Charge from Trial Chambers to blast them into the water.
Step 5: Storage & Villager Port Build a walled port behind the outpost. Trap 3 villagers in boats. When you drink an Ominous Bottle, the raid spawns on the outpost, but the villagers are safe behind water streams. Your "Bay" becomes a loot funnel. Raw aggression fails here

Before 1.21, triggering a raid was noisy and required killing a captain. Now, with Ominous Bottles (found in Trial Chambers), you can start a raid whenever you want. A new Pillager Bay design uses a water stream to carry the player from their bedroom to the outpost kill chamber in seconds.
Once you find a bay-side outpost, you need to clear it. Because of the water and cliffs, this is harder than a normal outpost.

If you cannot find a natural one, build the ultimate "new" Pillager Bay. This is a trending build style on Minecraft servers.
Step 1: Terraform the Bay Dig out a crescent-shaped inlet in a stone cliff. Fill it with water and kelp.

Step 3: The Watchtower Build a tall dark oak tower at the mouth of the bay. Place a Bell at the top (ironically, the same bell Villagers use to warn of raids).
Step 4: The Raid Farm The most "new" and technical reason to build a Pillager Bay is for a Raid Farm. By building your outpost over a bay, you can use water channels to push Ravagers into a kill chamber. This is currently the most efficient way to get Totems of Undying and Redstone in 1.20.
