Many technicians maintain mirrors of the old Toshiba support FTP site (now defunct). Search for cdgenp01.csd.toshiba.com backups on Archive.org. Look for folders named acpi, power, chipset.

If the card is still inside a Toshiba laptop, it is best to use the driver specifically tweaked by Toshiba for that specific laptop model. Go to Settings → Windows Update → Advanced
