Vpm2sm - Datasheet

The VPM2SM uses a 2-pin, side-looking SMD package. Unlike a phototransistor, the photodiode is polarity-sensitive.

Yes. While the peak is at 950nm, the datasheet shows 50% relative sensitivity at 650nm. Use a transimpedance amplifier with high gain to compensate for lower responsivity.
