For the ethically cleanest method:

Commercial PS Vita games are encrypted to prevent piracy. To run a game file (often a .pkg file or a dumped game folder) on an emulator, the emulator requires the specific decryption key to unlock the content.

Note: A ZRIF alone is useless without the corresponding decrypted or NoNpDrm game files. Without the ZRIF key, Vita3K sees the game
